Even if it does, it would do little to eradicate the disease. It is really a grave problem and should be treated in other terms as well, not only monetarily but also actively, by creating awareness and educational camps.

In some African nations, 1 in 3 adults are infected with HIV.the condition is really bad. Due to lack of important prevention techniques for safe sex, most of the of sexual contact is unprotected, making transmission more likely and more widespread. In addition to this, In some African populations, multiple sexual partners are expected as part of cultural expression. So it also contributes the risk of transmission because of the shear number of sexual contacts.
With this money, Africans will able to access better medical treatment and counseling to save themselves form this deadly disease.

The real question is: what happens with that money? Much of it is never allocated. I work in Cameroon/Africa. There is not much on the ground I can see where the money is spend to help against the epidemic. A few signs from UNAIDS advocating for abstinence only. We need to empower Africans to build a pharmaceutical infrastructure like in India. They can produce drugs and distribute them more effectively than we do.
